Axion vs Odoo for GCC SMEs: pricing, users and localisation
Odoo's per-user plans, hosting and UAE localisation set beside Axion's per-box, unlimited-user GCC ERP, with dates and sources, so a UAE or Saudi SME can compare on facts.
Odoo is priced per user per month; Axion per box with unlimited users. This page sets the two side by side for a UAE or Saudi SME using only Odoo's pricing page and documentation and Axion's own product pages, all read on 4 September 2026. Axion publishes it, so treat it as a vendor's factual summary, not an independent review, and check each figure at its source. It follows our Axion vs Zoho Books comparison.
What this comparison does and does not do
It covers list prices, the user model, hosting, what each vendor's pages say about UAE and Saudi localisation, Arabic and implementation. It does not rate quality, support or ease of use. Axion's prices are shared during a pilot conversation and are not printed on axionerp.co/pricing, so the worked example gives Odoo list-price arithmetic only.
Odoo plans and pricing as of 4 September 2026
odoo.com/pricing-plan showed three plans, in US dollars as displayed to a visitor outside the UAE; odoo.com localises the price list by visitor country, so check the currency you are shown:
- One App Free: USD 0, one app, unlimited users, Odoo Online hosting. The FAQ adds that apps the chosen app depends on are included, "free for unlimited users, forever".
- Standard: USD 13.50 per user per month billed yearly, or USD 16.90 billed monthly. All apps, Odoo Online only.
- Custom: USD 20.40 per user per month billed yearly, or USD 25.50 billed monthly. All apps plus Odoo Studio, multi-company and the external API, on Odoo Online, Odoo.sh or on-premise.
Three notes matter for a budget. Beside each price sits a higher figure (USD 16.90 next to the yearly Standard price, USD 21.10 next to the monthly one; USD 25.50 and USD 31.90 for Custom) with the footnote "The discount is valid for 12 months, for initial users ordered." A paying user is "usually an employee who has access to the Odoo backend to create, view, or edit documents"; portal customers and suppliers are not. Odoo.sh hosting, implementation services, custom code maintenance and in-app purchase credits are not included.
What Odoo's UAE and Saudi localisation documentation covers
The Odoo 18 UAE localisation page lists three modules: United Arab Emirates - Accounting (l10n_ae), Corporate Tax Report and Accounting Reports. It describes a chart of accounts with end of service accounts, and a 5% tax group with the note "The RCM is supported by Odoo". Its payroll section covers a UAE Employee salary structure with wage, housing, transportation and other allowances, and end of service worked out through salary rules. Invoices can be produced "in English, Arabic, or both". The page does not cover WPS, SIF, GOSI or e-invoicing.
WPS output exists as an add-on: the Odoo app store lists a third-party UAE WPS SIF File Generator at USD 53.01 for versions 18.0 and 19.0, and the listing states that it requires Odoo Enterprise Edition.
For Saudi Arabia, the Odoo 18 Saudi localisation page lists Accounting (l10n_sa), E-invoicing (l10n_sa_edi), described as a "ZATCA e-invoices implementation", and Point of Sale. GOSI, WPS and Mudad are not mentioned. On Arabic, Odoo's source-install documentation states: "For languages using a right-to-left interface (such as Arabic or Hebrew), the rtlcss package is required."
Hosting, implementation and add-on modules, as stated by Odoo
Odoo Community is open source under LGPL version 3; Odoo Enterprise is under the Odoo Enterprise Edition License v1.0, which the same page says can only be used with a valid Odoo Enterprise subscription. The pricing page lists three hosting routes: Odoo Online at no extra cost, which the hosting documentation says is not compatible with non-standard apps; Odoo.sh, priced per worker, per GB of storage and per staging environment, excluding the enterprise licence; and on-premise, where you download Odoo Enterprise and host it yourself.
On implementation, the pricing FAQ states that companies under 50 employees "usually work directly with Odoo, using Success Packs", and that mid-size and large companies "usually work with a partner". Success Packs are blocks of consultant hours, listed from USD 390 for 4 hours to USD 12,750 for 200 hours for new customers. The partner directory listed 120 partners in the UAE and 185 in Saudi Arabia, and the app store listed more than 88,000 apps; the count moves daily.
Axion: four boxes, one dashboard, unlimited users, priced per box
Axion is four boxes, Finance, People, Sales and Supply Chain, with a hub Dashboard and the Ask Axion assistant behind one login. The features page states that every box works in Arabic and English and reads correctly right to left, that VAT is calculated per country on every line with returns assembled from live transactions, and that People generates WPS wage files for every pay run and calculates GOSI and end of service gratuity automatically.
Pricing is per box, with unlimited users and no per-seat charge. The pricing page lists a single box, the Suite through an invite-only 90-day pilot with no card and no setup fee, and a lifetime licence; annual billing gives two months free versus monthly. When Odoo is the better fit
- You want open source or your own servers. Community is LGPL v3, and the Custom plan allows Odoo.sh or on-premise hosting with custom modules.
- You need apps beyond finance, people, sales and supply chain. Odoo lists Manufacturing, eCommerce and Website Builder among others, and the store listed more than 88,000 apps.
- You want a local implementation partner. The directory listed 120 in the UAE and 185 in Saudi Arabia.
- Few people need backend access. Per-user pricing scales down, and One App Free covers one app for unlimited users.
When Axion is the better fit
- GCC statutory work should sit in the product. WPS files every pay run, GOSI, gratuity and VAT per country are on the features page, with no store module to buy.
- Many people need a login. Warehouse staff, sales reps, branch managers and approvers cost nothing extra.
- Arabic is a first language for your team. Every box is bilingual and reads right to left.
- Four boxes cover your scope and you would rather start with a pilot than select modules.
A five-year cost example for 10 and 30 users
List-price arithmetic from odoo.com/pricing-plan on 4 September 2026, yearly billing, excluding Odoo.sh hosting, implementation and store modules. The page does not state the price after the 12-month discount, so the second line uses the higher figure printed beside the yearly price for years two to five; confirm renewal pricing with Odoo.
Per user per year: USD 13.50 x 12 = USD 162.00; USD 16.90 x 12 = USD 202.80; USD 20.40 x 12 = USD 244.80.

Going from 10 to 30 backend users triples the Odoo subscription, because the unit is the user. Add USD 53.01 once for the WPS SIF module if you want that output.
On the Axion side the quote for a box is the same at 10 users and at 30, so the five-year figure is the per-box price, times the boxes you switch on, times five, less two months a year if you pay annually; request the quote on the pricing page. Frequently asked questions
Does Odoo charge for every employee on the payroll?
Not according to its pricing page. A paying user has backend access to create, view or edit documents; portal users are not paying users.
Does Odoo's UAE localisation include WPS files?
The Odoo 18 UAE localisation page does not mention WPS or SIF. A third-party store module generates SIF files and states that it requires Odoo Enterprise Edition.
Does Axion publish prices?
No. The pricing page lists a single box, the Suite through an invite-only pilot and a lifetime licence, with pricing shared during the pilot conversation. Unlimited users apply to all of them.
